Earlier this month, for example, police announced that a dozen people faced trafficking charges after a raid on a dispensary near the Toronto downtown core. The hundreds of dispensary-related charges don’t seem to be much of a priority for the justice system, Lewin says. Police and Crowns want to focus drug enforcement on heroin, opioids, crack and dangerous new synthetic drugs.
